The Response to Harm Continuum™

Harm is not a rare disruption. It is a repeated reality — present in families, organizations, churches, and communities wherever people are. The question is never whether harm will occur. The question is how we respond to it.

The Response to Harm Continuum™ is a proprietary five-stage framework developed by Katie Leigh to provide clarity and direction in the moments that require it most. It gives language to what feels chaotic, and direction to what feels uncertain — equipping individuals, leaders, and organizations to respond with both precision and care.

Why Misapplied Strategy Causes Secondary Harm

One of the most underestimated dangers in harm response is not malice — it is misapplied strategy. Responding to a situation with the language and posture of the wrong stage of the Continuum does not simply miss the moment. It can deepen the wound.

Consider this: someone comes forward to share that they have been harmed. The organization responds with policy language — the language of Stage Three crisis management — when what the person needed was the trauma-informed language of Stage Four advocacy. They walk away feeling like a liability to be managed rather than a person to be cared for. That misalignment creates secondary harm.

This happens repeatedly in organizations, churches, families, and leadership teams because people do not know where they are on the Continuum — and therefore do not know what the moment actually requires.

The Continuum™ exists to close that gap — to bring spatial awareness to harm response, ensuring at every stage the vulnerable and victimized receive care.

For more than 20 years, Katie Leigh has worked across nonprofit, business, faith, and law-adjacent environments — using her professional skills over the last decade to navigate hostile environments for survivors of all ages, with trauma-informed and individualized approaches in stewarding disclosures of harm inflicted by individuals, institutions, and clergy. She is a Credentialed Advocate (CA) with a designation of Comprehensive Victim Intervention Specialist (CVIS) through NACP/NOVA, and a Child-Centered Forensic Interviewer (CCFI) through NACCFI.
